It is feared the fatality number could rise after the large vehicle ploughed into pedestrians in George Square, central Glasgow.
The city centre was packed with shoppers at the time as the area is the central point for the city's Christmas celebrations.
Onlooker Melanie Greg said the lorry "lost control" and careered into people "like pinballs" for about 150 yards until it crashed into the Millennium Hotel.
"The only way it stopped was because it crashed into the building," she added.
"There was noise, bangs, screams and everything. It was just horrific."
There are also reports of a baby in a pram and two small children who were on the pavement as Ms Greg said "it was like a scene from 9/11".
She could not bear to continue to divulge any more about the carnage she witnessed.
